Carroll County Public Library is one of the busiest library systems in Maryland, holding the highest circulation per capita since 1994.

2008 marks the 50th anniversary of the county-wide system. Six full service branches (the sixth branch, Finksburg, opened on January 28, 2009) and three mobile units provide books, materials and programs to Carroll County residents.
