BENEFITS SUMMARY
CARROLL COUNTY PUBLIC LIBRARY

ANNUAL LEAVE
Full-time salaried employees working 37.5 hours per week earn 15 days per year for the first three years of employment and 20 days per year starting with the fourth year of employment.
Part-time salaried employees working 19- 37 hours per week earn a proportionate amount of leave based on the number of hours worked per week.

SICK LEAVE
Full-time salaried employees working 37.5 hours per week earn sick leave at the rate of 15 days (112.5 hours) per year. Part-time salaried employees earn a proportionate amount based on the number of hours worked per week.

PERSONAL LEAVE
Full-time salaried employees earn five personal leave days per year. Part-time salaried earn a proportionate amount based on the number of hours worked per week.

HOLIDAYS
Full-time employees working 37.5 hours per week earn 10 paid holidays per year. Part-time employees earn a proportionate amount based on the number of hours worked per week.

MARYLAND STATE PENSION SYSTEM
Full-time and part-time salaried employees working at least 19 hours per week are enrolled in the Maryland State Teacher’s or Employee’s Pension System.

TIAA-Cref 403(b)PLAN
A deferred compensation plan is available to all library employees. Employees may contribute pre-tax money into a self-directed retirement savings plan.

MEDICAL INSURANCE
The County offers medical coverage, including prescription plan and vision care plan, to all full time and part-time salaried Library employees. Full time and part-time employees who work at least 30 hours per week can also select coverage for family members. Library employees pay minimal premiums, deducted from each paycheck on a pre-tax basis, for the medical coverage they select.

DENTAL INSURANCE
Dental Insurance coverage is available at low cost to all full and part-time salaried Library employees. Dependents of full-time and part-time employees who work at least 30 hours per week may also be enrolled. Employees have a choice of enrollment in two dental plans providing 100% coverage for basic preventative dental care and additional coverage for other types of dental work necessary.

GROUP LIFE INSURANCE
Available to full-time and part-time salaried employees who work at least 30 hours per week. Group life insurance equals employee's annual salary and is noncontributory. Eligible employees may purchase additional group life insurance for employee, spouse or children.

EMPLOYEE DEATH BENEFIT
The beneficiary of any employee with at least one year of full-time or part-time salaried library service will receive prompt payment of one month’s salary upon the death of the employee, to assist in the payment of immediate expenses related to death.

FLEXIBLE SPENDING ACCOUNTS
The Library allows employees to set aside pre-tax dollars in Flexible Spending Accounts. The Health Care Flexible Spending Account can be funded up to $2,500 per calendar year to pay for the costs of medical expenses not covered by insurance. A Dependent Care Flexible Spending Account can be funded up to $5,000 per year to cover the cost of day care or other care that enable the employee or his/her spouse to be employed.

EMPLOYEE ASSISTANCE COUNSELING
Free, confidential counseling (limited to three sessions) as well as information and referral services are available to all employees through this plan when help is needed with a personal or job-related problem.

UNITED LEGAL BENEFITS
The United Legal Benefits plan is available to all Carroll County Public Library employees. It is a group legal insurance plan that provides legal assistance to its members and their families. Staff may elect to enroll at any time. One year of enrollment is required.

TUITION REIMBURSEMENT
Eligible employees can apply for tuition assistance for up to 100% of the cost of course work
related to current jobs or future promotional opportunities within the Library.

SICK LEAVE BANK
A Sick Leave Bank exists to provide employees with access to additional sick leave when the need arises. Full-time staff members working 37.5 hrs/wk/ are eligible to join the sick leave bank if they have been on the staff for at least one year and if they have at least 15 days (112.5 hours) of sick leave on their leave record. Salaried part-time staff members working 19-37 hrs./wk. are eligible to join the sick leave bank if they have been on the staff at least one year and if they have at least 7.5 days (56.25 hours) of sick leave on their leave record.

WORKER'S COMPENSATION
Employees while on duty are covered by Worker’s Compensation Insurance.

MILEAGE
Mileage reimbursement for library activities may be claimed for miles driven which are in addition to those normally incurred in driving to and from the regular work assignment.

MARYLAND STATE EMPLOYEE'S CREDIT UNION
Membership in the State Employees Credit Union of Maryland is available to Library employees and family members. SECU is a not-for-profit cooperative financial institution owned by members and operated for their benefit. Some of their services include checking and savings accounts, credit cards, loans, ATM cards, and a range of insurance products.

SERVICE AWARDS
Service awards are given to employees who have completed five years of service and thereafter will be given at five-year intervals.

STAFF DEVELOPMENT OPPORTUNITIES
Participation of employees in staff development opportunities is considered beneficial to the Library. The Library may provide time, financial support or both for activities relevant to the Library’s needs.
