Notary service

Appointments are strongly recommended as Notary Public availability is not guaranteed. Contact your local CCPL location to make an appointment. Carroll County Public Library offers notary services free of charge.

Customers seeking notary services must bring with them:

• A valid, government issued photo ID
• Completed documents that are ready for signature
• Witnesses (if required) must be:
  • At least 18 years old and have a valid photo ID
  • Known to the signer and should not have any vested interest in the document being signed
  • Of sound mind
  Library staff cannot serve as witnesses. Library policy prevents signers from asking other library customers to serve as witnesses.

Notary Public will screen the signers of documents for their:

• True identity
• Willingness to sign without duress or intimidation
• Awareness of the contents of the document or transaction

What documents library Notary Public cannot notarize:

• Mortgages or real estate transactions
• Employment verification (IRS form I-9, Employment Eligibility Verification)

Notary services will not be provided if a customer's document or the circumstances surrounding the request raise concerns about authenticity, ambiguity, reliability, or any other uncertainty. In such cases, the Notary Public reserves the right, at their sole discretion, to refuse notary services.
